1991 Ford Tempo possible fuel pump problem

My tempo roughly starts by pressing the gas peddle down and in order to drive it you must keep pressing the gas. I have changed the fuel filter. Someone I knew stated it could be the fuel pump. Could this be correct?
If so, how much is it to fix it usually?

I would suspect a vacuum leak or stuck idle control valve

clean throttle plate and or replace idle valve
make sure no vacuum leak and PCV valve ok
