1991 Ford Tempo fuel problem

My car stalled when idling. Sounded like it ran out of gas. When I hit the accelerator when stalling didnt make a difference. I pulled off fuel filter from fender, air blows through freely. I reinstalled filter, ran long enough to get me home. Put more fresh gas in, fuel injector cleaner and car has run fine for 3 days. Today car did it again today. When I release the pressure from end of fuel rail its like theres air pockets in line? Should there be steady flow coming out? When I have the outlet unhooked on the fuel filter, how should the gas come out when the key is just turned on, and when its turning over the motor? Thxs for any responses I dont have a credit card to pay for the answer but would gladly do what I could to repay the favour

Flow should be steady when pump is running.(Cranking over). Fuel injector cleaner is waste of money in 99% of cases. Key on only runs pump for a few seconds to initialize pressure then turns off.
