1991 Ford Tempo fuel problem

My car stalled when idling. Sounded like it ran out of gas. When I hit the accelerator when stalling didnt make a difference. I pulled off fuel filter from fender, air blows through freely. I reinstalled filter, ran long enough to get me home. Put more fresh gas in, fuel injector cleaner and car has run fine for 3 days. Today car did it again today. When I release the pressure from end of fuel rail its like theres air pockets in line? Should there be steady flow coming out? When I have the outlet unhooked on the fuel filter, how should the gas come out when the key is just turned on, and when its turning over the motor?
