1991 Ford Tempo

My car wont shut off even after I have turned the ignition and taken the key out. I have to pull the battery cable to get the car to turn off. The car starts just fine. What is wrong and how do I fix it?

Could be dieseling/run on -throttle plate is not completely closing/high idle or the ignition switch is defective

like when did it start doing this? was it fine before? was previous tinkering done on it? when you shut it off, does it run smooth or funny/jerky rough?
