1990 Ford Tempo Fluctuating electrical current

When my Ranger is idling my electrical guage shows
fluctuation from about mid normal to peaking 18 amps
My lights fluctuate with this, I've had the alternator tested both on & off the vehicle & it passes, when driving the vehicle the fluctuation increases,
Any suggestions ?

you mean driving vs idling?i would get a scrap yard replacement and see if problem persists.could be a ground or wiring glitch?maybe battery is low on water/weak cell?this is not my area of expertise so i'm guessing.seems like something is effecting regulator operation.
