1989 Ford Tempo coolant termperature

1989 Ford Tempo. Coolant reads about 1/4 of full range when at normal operating temperature. Is this normal, or is this running too cool? What are the consequences of running too cool?

There's really no penalty for running to cool? Other than the heater is not hot enough for you or it may cause an emitions test fail to pass.

The other thing I would mention is that your low reading can be caused by the sensor, the gauge itself, or a weakening thermostat.
