1985 Ford Tempo Won't start

Hi. The car won't start unless I spray starter fluid in the air cleaner. After that it starts and runs fine. If I turn it off it will restart for about 30 minutes, after that I have to spray the starter fluid again. The battery is one year old.

When you turn key On do you normally hear the fuel pump come on? if it comes and go test the fuel pump relay to include the fuel pressure
