Taurus Headlight Issues

I have a 1996 Taurus GL. (190,000 miles 3.0L Vulcan) I turned on headlights in morning and they worked. Stopped a got gas, then the dims did not work. Brights did not work either, but using the "flash" feature I could get the brights to come on. Checked bulbs on other car and they worked fine dim or bright. Checked all fuses, all OK. Pulled out light switch and checked with VOM, swtich checked OK in all three positions (Off, Park, and On).

Bad high-low switch?? or another issue?

If high-low switch, is this an easy repair for an average joe? If not, around how much for an estimate to fix.

I had the same problem on my '89 mustang (I know totally different cars). It was the high-low switch. It was not hard to do (on a mustang, but should be more or less the same.) Remove the collar, There's like two screws holding it to the column, some wires to unplug, then put in the new part and put it all back together. Good Luck.
