I have a 1998 Ford Taurus with 118,123 miles on it. The bright headlights are on all the time and will not shut off when the key is turned off and the headlight switch is off. I removed the headlight switch and the lights stayed on. The only way to turn off the lights is to disconnect the battery.

Sounds like a problem with the multi function switch. The turn signal, high beam, etc, deal on the steerring column.
Try a junk yard or dealer.

Pull the fuse till you get it fixed.
