2006 Ford Taurus Ford Taurus Idle Problems

My wife's 06 Ford Taurus, has problems at idle. It will pull the engine down and die. I've read around and it sounds like the idle control valve. Her uncle owns a shop, looked at it and said the computer is bad, it's not sending out the signal to the ICV. Is this likely? If so, is it possible to program the computer outside the Ford dealership when I install it?

What don't you clean out the idle air contol valve and EGR valves and see what happens before you go for the computer-
