There's a visible exhaust leak from the exhaust manifold on the front of the engine, near the O2 sensor. Is it ok to tighten the bolts, even though the manifold and bolts are rusty? Do I need to use a torque wrench? Do I need to replace some kind of gasket?

Hi there, if it has not been leaking long you may get away with re tightening the nuts or bolts as is required, but if it still leaks you will have to replace the manifold gasket, you may need the flange off to do this (manifold to engine pipe) so order that gasket as well.
