all electric turn off when key is turned on?

When I turn on the key all electricity turns off (completely), no sounds-nothing-no electricity, and off course it does not start. When I turn the key off there are a number of clicking sounds, after a number of minutes it seemed to be OK again. Meaning the dome light worked again as did the locks. I turn the key on and every things goes off-immediately, and the process starts over. I only tried this twice. This started after we arrived at our vacation destination so it is sitting-dead-in a parking garage.

Need to charge the battery and check
try and give it a jump

The battery was dead (sudden death, as it seemed to work fine right up to the end). Also replaced the belt as it would slip mightily upon start up.
