2004 Ford Taurus Water/condensation

Noise is not valid but I had to select a category. Lately I have noticed water on the ground beneath the gas tank. It is coming from an oval rubber device near the center of the gas tank. I don't know what that is or if it is a problem. Any recommendation would be appreciated.

Check if it coming at or from the muffler and the exhaust system as it is normal to do so
do you have check engine light on?
Does it have any color or smell to it ?

I thought it might be from the exhaust orginally. It is not; the exhaust is to one side. It is coming from the oval rubber pick in the center of the gas tank. It neither has a smell or taste (thought it might be a gas leak at first).

I cant think of any think there to leak but gas
and you can smell gas if leaking for sure
