2004 Ford Taurus Speedometer

My 2004 Ford Taurus has a speedo problem. Over the past few months the Speedometer has been reading faster than I am actually going. The faster I travel the larger the difference in actual speed and the speed on the speedometer (actual 65mph/reading 90mph). This was only happening once in a while and is starting to get more and more frequent. The transmission shifts fine and all other components are acting normal. I have owned this car since it was new and have had no other problems with it. Is this problem in the instrument cluster? Is there a speed sensor (not abs) somewhere? Could this be covered under the federal emissions warrenty?

Maybe cluster or speedo and could be Vehicle Speed Sensor. Would not be covered under emissions.
Need to have a diagnostic scan and testing done. So cost will depend on how much time a Tech needs to find fault.
