Is There A Special Tool Or Socket To Remove The Weird Bolt In The Middle To Expose All The Brake Mechanisms?

Remove brake drum?
If brake drum will not come off, remove access adjuster hole plug.
Using a screwdriver, move the brake shoe adjusting lever off the brake adjuster screw.
Move the adjustment tool handle downward to loosen the brake shoe adjusting screw nut.
