2004 Ford Taurus Air conditioning

My air conditioner will work great for a half hour or so sometimes not quite that long and then the air flow will slow greatly. The air is still cold but it is not hardly coming out. When I looked under the hood, all the hoses for the air conditioning were white and frozen up looking. Which makes since because if I turned the air off for 15 min or so and tried it again it would work good again. What is making it freeze up? Could it be lack of freon and if so how can I recharge it without taking it into the shop?

Does the AC compressor cycle? Also, does the air flow weaken or change direction?
