2003 Ford Taurus surging/fuel consumption

At constant speeds the car is surging regaurdless of high or low speed or transmission gear. While holding constant speed it surges or bucks, and it has been using slot more gas recntly I used to go 400+ miles on a full tank now its about 250. ANY IDEAS??

Check the fuel pressure to rule out the fuel pump and regulator
