2003 Ford Taurus CODE P0430

I pulled a P0430 code "catalytic efficiency system below threshhhold (bank 2)" on an OBDII machine.
I replaced the bank 2 O2 sensor on the upstream and that didn't work. Could it be the catalytic converter causing the loss of power if it is plugged up? I can rev it to 3500 RPM's or more on the road but it won't put it on the ground. What's the problem?

If you already replaced the o2 sensors before and after the catalytic converter
and no exhaust leak and still coming up with the same code at this point I would suspect and replace the converter it self
just make sure you are working at the correct bank
