2002 Ford Taurus power steering

I replaced the power steering pump and the proble was not fixed. is there a filter in line that could be clogged? The new power steering fluid was clear, but when the new pump tried to work it forced old fluid out of the cap of the reservoir. What do i try next?

What was the Reason for replacing power steering pump
was the rack and pinion checked
no filter in the power steering system
