The electrical fan for heat and cooling is running intermittently

That's probably a bad blower motor but your going to have to test it while it's dead. You can test for power and ground arriving at the motor while it's dead. A quick trick that works sometimes is while it's dead and on, take a large screwdriver and hold it by the blade and rap the motor with the handle. If the motor starts, replace it.
