2001 Ford Taurus Rebuilt engine

I just had a rebuilt engine installed in my 2001 Ford Taurus. The check engine light came on during the weekend and it did not want to start at all today. Just in case, I had a neighbor assist me with jumping the battery but this did not work. The tower that came to pick up the car mentioned that it sounded like it's a problem with the starter. Is the starter a component that was also worked on when the rebuilt engine was installed?

the starter is an external engine part so if they used the same starter off your other motor they did no work on it when rebuilding engine
