2001 Ford Taurus Intermittent systen failure

This started when temsp dropped down to 5-10 degrees. The car will start and drive, but some systems do not hav power and some do. Then after 40-45 mintues of warming up the systems are live again. Stystems that fail are: windshield wipers, auto door locks, auto window switches, speedometer, clock, interior light. When the engine is turned off during this system failure the high beam light and emergency brake light in the dash remain on. We have checked taht all fuses and relays are in place and tight.

Suspect and should have the ignition switch checked
also check for codes and B codes if possible
