2001 Ford Taurus clicking sound instead of start

I have been told there is a safety mechanism in the steering column that can get out of adjustment and cause the car to click instead of start and that changing to "neutral" would jiggle it and it would start. This worked for a few times, but now it won't start at all, only clicks rapidly. It tries to turn, but can't spin fast enough.
