brake cylinder to push the piston out so far

What would cause the brake cylinder to push the piston out so far,that all the fluid drains out and that you can see the piston pushed all the way out ,could it be i dont have the star wheel for the emergency brake adjusted right? thank you

About the only way this can happen is if the brakes are not assembled correctly or someone steps on the brake pedal with the drum removed.
