2000 Ford Taurus Sweaking Noise from Fan belt

The car is noisy when you turn the engine on and the mechanic says it form the fan belt, and its no use to change it the noise will not go with a replacemant.
He sprayed the falt belt motor with some spray, when I was in the workshop the noise went away, but when driving the noise perisist. What should I do.?

Belt need to be replaced and I have no idea why the mechanic did not change it
