1999 Ford Taurus Temp gauge bounces from nomal to high

It runs at normal level then climbs to high. It doesn't go to red, just high then back to normal. Heater quit working, just blows cold air. Is this the results of a bad thermastat?

first you should check your coolant level make sure it is full.
