What is the average cost to have the thermostat and the radiator cap replaced on a 1999 Ford Taurus. Its in the shop and the technician just called and said that was the problem so wondering what its going to end up costing me?

I would estimate the radiator cap at 10.00 the thermostat at 10.00 and one hour labor, plus a gallon of antifreeze, maybe two, if he's flushing and filling. Make sure the fan switch works, a common problem on these is the cooling fan does not work, causing overheats, no pressure in the system. This destroys the radiator cap, and most times there is no obvious sign of an overheat until you need a gallon or more of coolant.
