1999 Ford Taurus crank but don't run

can you check the compression on all cylinders, im curious if the heads are warped or if its still loosing pressure to see weather its fuel or spark related.

you getting pulse on the fuel injectors, the pressure at rail means nothing if it goes no where.

if your getting spark then dousing the whole intake with starter fluid should most certainly make it fire up if not even for a second.

i would suspect an issue with spark or compression. seing the headgasket was replaced maybe the head warped also.
