1999 Ford Taurus Car stall when it rains

I started to have this problem since last spring. Everytime it rains the car starts to stall, then white smoke starts coming from the bottom of the engine. Also the Check Engine light starts flashing. After it completely stalls, it won't start again until the rain is past, then I can start the engine again, but it runs a little rough for a while.

When were the plug wires replaces last? It sounds like they are bad. I need you to try a little test. At night when it is dark, start the engine, open the hood, and mist water all over the ignition system (plug wires, coils.) See if there are any sparks (arcing) when you do it.

Depending on how much rain there is you could be sucking it in through the air duct intake and the engine itself is bogging down or stalling because it is flooding which would explain the smoke. I have had this happen before was just simply the air duct wasnt connected at the bottom of the car
