1999 Ford Taurus Air Duct Passages

The engine operates at normal temp, the heater fan motor moves air, the heater core hoses heat up to the touch when the engine reaches operating temp, I flushed out the heater core and it seems to be free from blockages. Why won't the heat get into the passenger cabin? Is there a gate that is not opening to allow air to pass over the heater core?

both hoses are hot? then its not restricted and it is narrowed down to ducting.

i would have to say that the blend door inside is not working, it forces the air through the heater core when hot is selected. could be a bad switch, sticking door or inoperate vaccum/electric motor for controling it.
