I was told that my passenger side rotor, pad, wheel berring, and tire rod needs replaced as well as my ball joint and pads on the drivers side. What's important to fix so that I have brakes and the car is safe to drive?

Well, depending on how bad the parts are and for it to be safe to drive, all parts stated would need replacing.
