1998 Ford Taurus mushy brakes

I have changed the pads (disc all around) and replaced the master cylinder and bled the system. The pedal is still mushy. What am I missing and what is next?

Master cylinder require bench bleeding before installing it on to the system
also check rear brakes adjustment
