1998 Ford Taurus alternator trouble

I had two different places test my alternator they said it passed it was good
changed the negitive battery cable and changed battery and the battery light is still comming on. what is going on? does my belt have a sprig loaded idler and how can I tell?

With engine running what do you have for volts at the battery terminals
it should be 13.5 to 14.5 V
check small wire at the rear of alternator too
