my car was over heating and steam was coming out from under the hood and rusty water was everywhere. What could that be?

Many possibilities and have to start by checking for leaks
fill the coolant system and pressure test it checking for leaks
if no leaks check thermostat and coolant fan operation, check water pump and coolant circulation
do a headgasket test
