1997 Ford Taurus Turn signals and hazard lights

The turning signals and hazard lights will not work on the 1997 Ford Taurus. The car does not have an owner's manual. I looked for the fuse panel inside the car underneath the dash. I found a fuse panel inside the engine compartment but it did not look like it included all of the fuses for the car. I did not find one labeled for turn signals/hazards. Is this a fuse problem or some type of other problem? Thanks for your help.

Need to use a test light and check fuses
all of them
check also flasher
inside under steering column
