1997 Ford Taurus Pulseing brakes

While driving at any speed, I brake, the car stirring pulsate back and forth. After slowing down about to stop the car act like there a high point on one of the rotors. This is what I have done so far, I have change the following, both rotors, brake calipers, all 4 tires, front and rear alignment, pulled the fuses on then ABS system. Disconnected anti-locking system on the front. Still have the same problem

Rotors all the way around replaced or just front?

Was the mating surface on the hub to rotor dace perfectly clean?

Was the problem present before the work? IF so did it change whatsoever after replacement?
