1997 Ford Taurus engine surges only when not on the acceler

I changed the fuel filter,did tune up, and oil changed. The engine stills surges. I ran the gas low, and it started missing. What could be the problem?

For a start try injection cleaner and see what happens also might want to check the fuel pressure-
