1996 Ford Taurus steering colume shifter

Shifter will not move if car started in park. this just started yesterday. If I move key one click towards start I can put shifter to neutral and start car, then can shift to any drive position, but if I go back to park, I have to shut off car to move shift lever again. also the automatic locks don't work now, but I assume the two problems are tied together. Is there a DIY repair or do I need to take it to the dealer, I hope not!

Step on the brake and check if have brake light
if not check fuses and brake light switch
and its wiring
