1996 Ford Taurus replace the brake system?

Brakes problem
1996 Ford Taurus 6 cyl Two Wheel Drive Automatic ??? miles

So my boyfriend has a Ford Taurus and he always talks about how bad the brakes are and recently we saw just how bad these brakes are since we ended up getting into an accident where we ran over the curb on a turning off ramp because the cars brakes weren't locking. The end result of that was a broken steering arm on the drivers side and a flat tire. other than that, no damage to anything/anyone. So my question is: what would be the cause of the brakes not locking, and would he need to replace the entire brake system?

Hi
Start with inspection of linnings, check for leaks. If linnings good and fluid in Master full hold foot on pedal if it falls to floor replace Master cylinder and bleed system.
