1995 Ford Taurus will not start

I have a 95 taurus that will not crank at all the key turns and I get a click from the starter relay and then nothing I have had the starter tested and passed 2 times I replace the ignition switch and no avail just looking for any other cause the battery tests fine and all cables are clean and good connection thaqnk you for your help

Jump start the starter at the starter relay and let me know, if it cranks over -check the transmission range switch

How would I in about jumping the starter at if relay I know the relay clicks when I try to start but thats all that happens thanks

If you put a screwdriver across the battery and S terminal this would cause the starter to crank engine over if full battery voltage coming out the other side of the relay -if so the starter is defective
