1995 Ford Taurus Brakes Siezing

On occasion when driving at a low speed (25 mph or less). The car will suddenly vibrate and brake with a slight noise. the brakes sieze only happens for a second. My mechanic thought the problem was with the ABS brakes, but was not able to simulate the problem to make a repair.ues

If it happens on all tires check the ABS
if only on one check brake hose
