1993 Ford Taurus noise

while turning the wheel to the right there is a sound that sounds like a fan against a radiator cowling. As I excellerate it goes faster, yet when I turn back to the left it stops. it does this when not in motion or in gear as well.

I would suspect a bad axle
should check the C V axles
