It could be.
Inner or outer tie rod ends. Check by raising the offending wheel, and try to move it in and out. Any play here indicates a bed tie rod end.
Upper strut mount. This one is more difficult to diagnose. Basic diagnostic procedure is to eliminate other possible causes first. Like Sherlock Holmes! Eliminate all other possible causes, and whatever remains is causing the problem.
Also check lower control arm bushing and ball joint.
Loose brake caliper is another possible cause. Make sure that the brake caliper is sloidly mounted on the slides.
These items should at least get you started towards finding the problem.
