1992 Ford Taurus Dash Light is very dim

I have a 1992 Ford Taurus L. The dash light is extremely dim, even with the adjustment dial turned up to high. Is it possible this is a bad bulb, and if so how do I access the bulb to change it?

yes, could be a burnt out instrument cluster bulb. replacement procedures are below..
