1998 Ford Station Wagon Fans don't turn on

Hi,
The fans to cool down the engine don't turn on at all I checked the Low fan cooling relay and it seems to be ok..but fans won't turn on..what else could it be..??

Power the fan motor from the battery if it comes on-test the coolant temperature sensor or the engine coolant temperature gauge sending unit and fan relay if all okay test the computer controlled of the fan relay
