1985 Ford Station Wagon Very High HC and Co Readings

Our '85 Country Squire (full size LTD) wagon has failed Smog twice. Very High Hydrocarbons 278 / 330 @ 15 / 25 MPH, and CO Carbon Monoxide 4.36 / 6.00 @ 15 / 25 MPH.

The car idles perfectly smooth, accelerates terrific, timing is 11 deg. BTDC, brand new Oxygen sensor, vaccum reading at base of throttle body is 18.2 inches at idle (steady vac. reading) and 18.7 at cruise speed. All 25+ vaccum hoses were replaced 3 years ago, and seem pliable and connected.

HELP _ we just love our surfer wagaon here in Los Angeles. What else can we do?
