AC is not blowing cold air until it has been running for 15-30 minutes (it varies with no predictability).

I took it to the shop, and the compressor appears not to be running, then will start after a period of time.

They said it was an "electrical problem" and they would just have to start running tests to find it.

True? Or not?

First thing to check is the state of the refrigeant charge. There is a low and high pressure sensor on the low and high side lines.I would check the low pressure sensor near the firewall. Unplug it then use a paperclip and cross the contacts on the connector. If it starts running and the R-134a is full, change the sensor.
