2003 Ford Ranger Parking brake will not release

The parking brake on my 03 ranger wont release. The pedal returns to the proper position but, the brake itself won't release. It's capable of rolling backwards with some effort but, it won't budge going forward at all.

usually the parking brake cables get jamed with rust inside sheathing and once applied if not used for a while they jam on.

either that or the parking brake lever is bound inside the rear brake.
