2003 Ford Ranger i think electrical

the truck wont turn over. the starter solenoid engages but the starter wont turn. the fuse box makes a clicking sound. and the lights dont work and the radio wont turn up. and sometimes i get no electrical at all. i tested the battery and there is 12volts. what could this be.

try jump starting truck. a battery can have 12v but no amperage to start truck. get back to us. also check battery connections
