Stuck in low 4x4 and revs high - is it the transmission

THe trans is most likely fine. THe high revs are a result of being in 4lo. The truck will only go around 30MPH in lo-lock.

Now, chances are the reason it is stuck in low lock is because the 4wd actuator. It is an electric motor that is located on the transfer case. It is a common problem that they go bad. What I need you to do is check to see if it is getting power. IF it is and still won't shift from 4lo, remove the actuator and have it checked. THat is most likely where the problem is coming from.
