2001 Ford Ranger what is on the fuel rail?

2001 Ford Ranger Two Wheel Drive Automatic 134000 miles

It appears to me the fuel pressure is regulated in the tank, I see no return line on fuel rail. there are 2 lines between tank and fuel filter. What looks like a traditional fuel pressure regulator is on the fuel rail, between 2 injectdors, it has a vacuum line to it. Fuel pressure was 65 with and without vacuum line connected. What is function of this device? The device does hold a vacuum, so diaphram is good.

does it look similar to pic below? if so that's your fuel injector pressure damper..

Sounds like nothing I need to worry about. I just wanted to be sure its normal for fuel pressure to be constant with device unplugged.
